What does Brian decide when he hears a whooshing sound, at the end of Chapter 21?

The raft begins to pick up speed, and Brian hears a sound. He keeps his ears cocked and realizes the sound is the whooshing of water. Then he hears the rumbling sound of water falling. That's when he believes they are heading for a waterfall.
