Who is The Dandy from The Rebel and what is their importance?

A "dandy" is defined as a man who takes an excessive pride and interest in his appearance at the expense of every other interest...... except, of course, to the way other people react to his appearance. In the author's perspective, a dandy is the embodiment of romanticism, and he cites self centered poet/dandies like Milton, Byron and Lermontov as examples.
