Where does Umbriel find Belinda, and what does he do when he sees her?

Umbriel finds Belinda with Thalestris at Hampton Court. Her eyes are cast down and her hair is loose. He empties the bag over Belinda and Thalestris's heads. The act causes her to burn with more than mortal ire.
