Why is Paulie repeatedly arrested and imprisoned in the novel, The Queen of Dirt Island?

Throughout the novel, Paudie is often in trouble with the law. His involvement with the IRA gets him arrested and imprisoned more than once. Ultimately, Paudie dies in prison.
