What are the first impressions given of Franz?

Franz is dressed in lederhosen and an army helmet. When Max and Leo discover him, he is on his rooftop, singing to his homing pigeons in a distinctly thick German accent. Because his birds appear to sing back, it does not appear that Franz has a particularly strong grasp on reality and likely mentally unstable.
