Who is The Lord St. John from The Prince and the Pauper and what is their importance?

Lord St. John helps Lord Hertford in his position as the Prince of Wales's guardian. St. John suggests that Tom isn't actually not the prince, but when Herford responds that such an idea is treasonous, he quickly retracts.
