Who is The Duke of Norfolk from The Prince and the Pauper and what is their importance?

The Duke of Norfolk, the most important nobleman in the kingdom, has angered Henry VIII for reasons unexplained in the novel. He is condemned to death by beheading. When Tom learns that Henry and he will become king, his first order is that the Duke of Norfolk be released from the Tower.
