Who is Blecha from The Prague Orgy and what is their importance?

Blecha has been Bolotka's friend since they were children. He is assigned to spy on Bolotka, but he isn't a good enough writer to write the surveillance reports. Bolotka helps him with his reports, and teaches him to write along the way. Blecha is now a National Artist writer.
