There are a number of critical points to the Hay- Herran Treaty which was ratified by the Senate 73-5 on March 17, 1903. These include that it authorizes the Compagnie Nouvelle to sell all rights, privileges, properties, and concessions to the U.S. Colombia grants control over a six-mile wide canal zone for 100 years. It excludes the two port cities from U.S. control. The U.S. pays Colombia $10 million in gold and annual rent of $250,000.
