How is the work organized under the French?

The French organize the task by dividing it into three divisions. One is the Limon Bay together with the lower reaches of the Chagres. A second is the upper Chagres and the hills between Matachnn and Culebra. A third is from the Culebra to the Bay of Panama. A French engineer heads each division. Each involves multiple contractors drawn from numerous countries.
