As hard as they work, what are some of the problems the French engineers encounter?

Although they work diligently, among the problems plaguing the French engineers are some appearing to be insoluble. This includes the Chagres River. Jules Dingler's dam, while appearing reasonable on paper, is unable to be built. Slides in the Culebra Cut worsen as excavation continues, especially in the rainy season.
