Why does Ambassador Bullitt come to see Miss Reeder in Chapter 19?

Ambassador Bullitt comes to see Miss Reeder. He knows she will not leave Paris, but he asks her to take refuge at Le Bristol, where the other Americans are staying. It is only four blocks from the library, and she will be safer there.
