Waddington describes Charlie as being charming, popular and self-absorbed. He remarks on Charlie's ability to make those around him feel like they are the one person in the world he wants to see. Waddington doesn't think Charlie is particularly clever or able, but thinks he will go far because he knows the right people and how to not create waves on the political scene.
