Who is Alder (Hara) from The Other Wind and what is their importance?

Alder the sorcerer (whose True name is Hara), is a young man who appears at the start of the story, as he disembarcks from a ship at Gont Port, bidden to go and seek the counsel of the Lord Sparrowhawk by the Master Patterner of Roke.
