How do both gods and mortals handle justice in The Odyssey?

Justice in the Odyssey works on a cause and effect basis rather than any sense of morality or value system. If you anger a god or some important man, you get an arrow in your head or get drowned at sea. Men had a limited way of punishing men but Gods could inflict punishment or give rewards in a number of ways.
