The roses symbolize Tallulah herself: beautiful and fragile. The tree-planting ceremony is a symbol of hope, with Kim keeping the memory of her daughter alive through this resilient, thriving reminder of her. Its presence at the bus stop, however, symbolizes the tragic halt to her life. She is stranded, not traveling on.
