Who is Mrs. Watkins from The Neon Bible and what is their importance?

Mrs. Watkins is David's first grade teacher. She dislikes him immediately because he is related to Aunt Mae. Her husband is a bigoted deacon who guard's the "purity" of the town. She uses her husband's position to intimidate kids in her class.
