Who is Charlie from The Mote in God's Eye and what is their importance?

Charlie is a Motie Mediator who works for a Master that wants to tell humans the truth about the Motie situation and to keep the Midshipman who crash to Mote Prime on accident alive. Charlie does not become Fyunch (click). Later, Charlie shows up as one of the ambassadors to the Empire.
