On what does Horace Bury build his business plan to make enormous amounts of money in the novel, The Mote in God’s Eye?

Horace Bury's business model is that of a raider. He finds places where he can bring in his own planets and extensive automation on various planets at such a rate that he undercuts the local suppliers. Additional goods are shipped elsewhere in the Empire to make him more money. He demonstrates few morals and a willingness to employ any tactics to get what he wants.
