Why does the Mayor say he feels like he is in a balancing act between the soldiers and the town?

The Mayor tells Winter that he feels like he is in a balancing act in his position between the soliders and the townspeople because he has to deal with both of them, and he knows nobody at this point reallyfully trusts him.
