Who is Madame Joseph from The Masterpiece and what is their importance?

Madame Joseph is the concierge in the building where Claude lives in the novel's early chapters. She is helpful and does small favors for Claude, but he will not allow her to sweep out his apartment or studio for fear the dust she raises might settle on his wet painting.
