Why does Mark put on the inner lining of his EVA suit before using the hydrazine?

Hydrazine is very toxic. If he breathes too much of it, he will have major lung problems. If he gets it on his skin, he’ll have chemical burns for the rest of his life. He isn’t taking any chances. He wears the inner lining of his EVA suit.
