What is the "War Book"?

The "War Book" is the book kept by the Defense Minister's Chief of Staff in case something happens, and both the Defense Minster and Chief of Staff are killed. If that happens, the "War Book" will tell their successors everything there is to know apart from what is available to individuals Sections and Stations.
