According to the briefing Bond gets from Goodnight, it is in Cuba's best interest to disrupt the Jamaican sugar crop in order to keep the price of sugar up (which the U.S. is trying to deflate) because the Cuban sugar crop was severely damaged by a hurricane and the Cubans need to get as high a price as possible for their meager crop.
