Who is Lieutenant Dundy from The Maltese Falcon and what is their importance?

Dundy is one if the two policemen who visit Spade repreatedly in order to question him about the events of Miles Archer's death. Dundy dislikes Spade and would love to find a way to have Spade's detective's license revoked or even to have him arrested.
