Who is Menendez from The Long Goodbye and what is their importance?

Menendez is a racketeer. He tells Marlowe about Terry's scars, and he also tells Marlowe to leave the case involving Terry alone. As it turns out, Menendez is actually in Mexico with Terry when he supposedly commits suicide. Menendez's main purpose was to protect the fact that Terry wasn't really dead.
