Who is in charge of Narnia in the beginning of the novel, The Lion, the Witch and the Wardrobe?

The evil White Witch is in charge of Narnia. She makes sure that in Narnia, it is always winter with no Christmas, and she has the power to turn her enemies into statues of stone.
