Who is Stob Lummus from The Last of the Sky Pirates and what is their importance?

After being chosen to become a Librarian Knight elect, Stob Lummus travels to Lake Landing to continue his studies. At Lake Landing, he learns to build a skycraft, and he leaves for his treatise-journey while Rook is still fevered from the arrow he was shot with at the Foundry Glade.
