Who is Talon Karrde from The Last Command and what is their importance?

Talon Karrde is a highly successful smuggler, Karrde takes over much of Jabba the Hutt's organization after the latter's death prior to this novel,and brings the former "Emperor's Hand," Mara Jade, into his operation.
