Who is Captain Pellaeon from The Last Command and what is their importance?

Captain Pellaeon is the captain of Grand Admiral Thrawn's flagship, the Imperial Star Destroyer Chimaera, Pellaeon admires his superior - particularly his humanity vis-a-vis his predecessor Darth Vader-but disagrees with some command decisions. He does not understand Thrawn's insistence that artwork provides insight into an enemy's psychology and often misses the big picture.
