Who is Artoo and ThreeCpo from The Last Command and what is their importance?

They are both droids or robots that have long accompanied Luke Skywalker on his adventures, Artoo is a squat, chirping astromech that flies missions in space and on earth is more often in the company of Han Solo and the Wookiee Chewbacca.
