How is the king's method of governance described in Part 1 of the story, The Lady, or the Tiger??

The king is a "semi-barbaric" man with an implacable will. As part of the system of justice he has established in his land, the king sets up a system of choice for criminals. The king's autonomy is absolute and none of his subjects can question his logic or supremacy.
