Paz's definition of community is one of people who recognize each other and are ruled by a government that knows its limits and promotes liberty. Paz begins his understanding of course, with the assumption that men can come out of themselves and commune in a meaningful way. Since most of his book is about man's solitude in the midst of men, that is idealistic. Also, Paz knows that a government can never truly know its limits while still promoting liberty and democracy. Power corrupts, and those who are in government have power. That happens regardless of the form of government, though some forms are more naturally bent toward corruption than others. Paz knows the form of community that he prefers, but he also recognizes that his choice of government form can never exist.
