Unemployment on the farms slows growth in the cities because the farmers do not become consumers. Farmhands who do not work also do not spend money, so the factories have less work. Only people in the city, if they are employed, are putting money back into the economy and thus spurring growth. That slows all of Mexico's development, because there is no way to jump-start the economy. Farmers do not work because there simply is not enough land for all the people, and that issue is not easily remedied. Thus, all of Mexico's growth is delayed; and she cannot fulfill her wish to enter into the world arena.
