Why does Anton say the virus was developed and released in Chapter 33? What went wrong in the process?

Anton reveals that the PFC is trying to wipe out half the population of the entire world to conserve resources. Anton also reveals the PFC would bring them back to Alaska, for homes and protection once the deed was done. Anton also believes that even he and his coworkers have been infected. He has come up to the upper levels to die or go crazy.
