Why does Anton say a revolt is being planned in Chapter 33?

Anton reveals that they are planning a revolt in Asheville, to take it all the way to Alaska, because Asheville is the last safe haven on the East Coast. They will raise an army to invade Alaska to seek a cure for the virus, but Anton believes such an antidote is a myth. Anton says that his coworkers will then go through the Flat Trans to Alaska, seeking the antidote, but all they will do is spread the virus.
