Whom does Anton say developed the virus in Chapter 33? What effects was the virus supposed to have?

Anton states that the Post-Flares Coalition in Alaska wanted a virus that spread and killed fast, something old-fashioned. They wanted something brought back into existence, before the sun flares had burned it all up – a virus that shuts down the mind. It would cause instant comas and hemorrhaging. Transmission would be by blood and by air, when conditions were right.
