Where is Mark when the power shuts down in the flashback in Chapter 8? What does he do?

While traveling on the subtrans bullet in the New York tunnels, the subtrans bullet loses power and stops. Mark notices his palm phone has also lost service. Two men open the doors on the subtrans, and all the people exit, walking along the sidewalk in the tunnel. Mark imagines that perhaps a small earthquake has caused a loss of power.
