Who is The Minister from The Infernal Desire Machines of Doctor Hoffman: A Novel and what is their importance?

The Minister holds a high position in the capitol. When Hoffman first attacks the city with his machine, the Minister is one of only a few who are immune to it. The Minister is described as having no imagination, thus, the machine is unable to confuse him. As a result, the Minister is able to create his own program to fight against Hoffman's and a war ensues between the two factions.
