Who is Saul Williams from The Illustrated Man and what is their importance?

Saul Williams appears in the story, The Visitor. He is described as an intellectual, who enjoys discussing philosophy. Williams suffers from a disease called "blood rust" which causes him to inexplicably bleed. He is sent to Mars in order to keep the disease from spreading on Earth and has only one year to live.
