Who is Joe Melton from The Illustrated Man and what is their importance?

We meet Joe Melton in the story, The Fox in the Forest. Like Simms, Melton is one of the Searchers hired to locate William and Susan Travis. Melton disguises himself as a film director in order to befriend the couple, and ultimately captures them.
