What type of phone calls is Covenant receiving, and what happens to the stables in the novel, The Illearth War?

Covenant begins getting threatening calls from people in town who warn him not to come spreading his disease. The horse stables behind Covenant's house are set on fire and the sheriff refuses to help because he, too, wants Covenant gone.
