Originally there was supposed to be two; in other years only one victor. The rules were changed several times catering to teams then changing it to to solo. In the end they wanted one victor but Katniss and Peeta wouldn't kill eachother. They decided to use Nightlock berries which are poisonous to commit a double suicide, the game makers interviened and declared two winners.
