Who is Celia from The House of the Scorpion?

Celia is head cook in the Big House, as well as the character charged with raising Matt, who she comes to love like a son. For Matt, she is a mother figure. Celia is completely in charge of Matt's upbringing until he is six, at which time Rosa locks him up in the Big House.
