The mind-control plant is a symbol one of the lies Queen Wasp has perpetuated to maintain complete control of the HiveWings and SilkWings. She has led them to believe she has the power to control minds in the same way other dragons have other powers, but she is actually injecting dragons with this plant, which makes them fall under her control.
