Who is General Montpelier from The Haunting of Alaizabel Cray and what is their importance?

General Montpelier is in charge of the Finsbury Park airstrip. He is a foghorn of a man, only fully alive when he is at war. He is bound and gagged by Detective Carver, as part of his plot to commandeer an airship in the fight against the Fraternity.
