Who is Galbraith from Beat to Quarters and what is their importance?

Galbraith is the Lydia's 3rd Lieutenant. He is described as incredibly handsome, social, and having an infectious smile. Over the course of the novel, we are also exposed to his bravery, as he loses his leg as a result of battle and subsequently dies from infection.
