When Rosie returned to Raju, why was that not enough for him to straighten out his life?

By the time Rosie returned to Raju it was too late for him to straighten out his life. Although Raju felt vindicated by Rosie's return, he was already so overwhelmed with debt and so emotionally confused that he was unable to make sense of the situation. He had completely lost his grip on reality.
