Why does Hal Moores call Paul the morning after Delacroix’s execution?

Moores calls Paul to ask about the execution and to tell him that Percy has put in for a transfer. Moores tells Paul that he is handling the transferal personally, but that it could take up to a month before Percy can be sent to Briar Ridge.
