Who is Philip from The Great and Secret Show: The First Book of the Art and what is their importance?

Philip is Ellen and Buddy's son. He shows Grillo a picture of something he calls the Balloon Man. Balloon Man later helps fight Jaffe's monsters at Buddy's mansion.
